CHANGE OF USE C3 to C4

To transform an existing family home into a well-designed six-bedroom HMO, maximising the property’s potential while providing safe, comfortable and practical accommodation that meets the needs of modern shared living.

THE JOURNEY

 ✨ The Vision

Our client had recently purchased a four-bedroom family home with a clear investment goal: transform the property into a well-designed six-bedroom HMO.

The ambition was to maximise the potential of the existing property while creating comfortable and practical accommodation for six occupants. Our role was to take the project from the initial idea through planning and into the technical Building Regulations stage.


⚡ The Challenge

Creating two additional bedrooms was only one part of the challenge.

The existing property had been designed as a conventional family home, so the entire layout needed to be reconsidered for HMO use. Bedroom sizes, kitchen provision, bathrooms, circulation and fire safety all had to work together while maintaining a practical living environment for future tenants.

The proposed conversion also required planning permission for the change of use from Class C3 dwellinghouse to Class C4 HMO, meaning the design needed to satisfy both the client's objectives and the requirements of the local authority.


🧩 What AJ BluePrints Delivered

We started with a full measured survey and feasibility assessment of the property, reviewing how the existing four-bedroom layout could be reconfigured into a compliant six-bedroom HMO.

From there, we developed and refined the proposed layout, carefully considering bedroom sizes, shared facilities, circulation and the practical operation of the property.

AJ BluePrints then:

• Completed the measured building survey
• Developed the proposed six-bedroom HMO layout
• Produced the existing and proposed architectural drawings
• Prepared the C3 to C4 change-of-use planning package
• Submitted and managed the planning application with the local authority
• Successfully secured planning permission
• Developed the detailed Building Regulations drawings
• Coordinated fire-safety and escape-route requirements within the technical design
• Prepared the project for Building Control approval

This allowed the client to use one design team from the initial property assessment through planning and into technical design, rather than coordinating each stage separately.


🏡 The Current Stage

A major milestone has now been achieved: planning permission for the change of use from C3 to C4 has been successfully approved.

Following the planning approval, we progressed directly into the Building Regulations stage. The technical drawing package has now been prepared and is currently with Building Control awaiting approval.


Once Building Control approval is secured, the client can progress into the construction phase and begin turning the original four-bedroom property into the approved six-bedroom HMO.


For AJ BluePrints, this project demonstrates that successful HMO conversion is about more than increasing bedroom numbers. It requires careful space planning, a clear planning strategy and coordinated technical design to unlock the property's potential while creating accommodation that works in practice.
